Recent evidence that half of the population has an IQ of less than 100 has caused consternation in Government circles. Charles Clarke, the newly appointed Education Secretary and political bruiser, has vowed to remedy "this unacceptable situation. It may have been good enough for the Tories" he said "but under Labour this will not do." Under new targets set today, the proportion of the population with an IQ of less than 100 must drop to 40% by 2004, 30% by 2005 and ultimately 0% by 2010. "If we do not achieve these targets I will resign" Clarke said.
